Oil and Gas Taxes in North Dakota

Our inaugural event in the BE Informed series will present the history and evolution of oil and gas taxes in North Dakota along with a time of discussion.

Presentation and Discussion Topics:

  • History of gross production tax and extraction tax
  • Review changes to gross production tax distribution formula for local political subdivisions
  • Legislative changes, including process and strategy, to oil and gas tax formulas
  • Oil and Gas Taxes historical distributions throughout the state
  • Oil and Gas Taxes and the impact on state budget
  • Limitations of oil and gas tax revenues

Sen. Brad Bekkedahl

Sen. Bekkedahl was born and raised in Williston. He graduated from WHS , received his BA from Jamestown College and his BS and DDS at University of Minnesota. He practiced dentistry for 40 years in Williston, serviced as scoutmaster of Troop 361 for 10 years, and was a charter member of Gloria Dei Lutheran Church. He is an Army veteran with 26 years of service in the Reserves and National Guard, having been deployed to Iraq in 2005-2006.

Bekkedahl was elected to the State Senate in 2014 and currently serves as Chairman of the ND Senate Appropriations Committee. He is treasurer of the Theodore Roosevelt Expressway and Secretary Ports to Plains Transportation Alliance, has served 25 years on the USA Hockey National Board of Directors, currently Director Emeritus. He previously served on the ND Oil and Gas Producing Counties and the ND League of Cities Executive Committee.

Brent Bogar

Brent is a native of Vida, Montana. He graduated from Williston State College with honors and from North Dakota State University with a bachelor’s degree in Communications. He currently resides in Bismarck with his wife, Kris, and daughter Hope Zhen.

Mr. Bogar served on the Williston City Commission beginning in 2007. His portfolio included  the building, planning, zoning, water, sewer, and airport departments. He was responsible for the Western Area Water Supply project and the Williston Airport relocation project until he moved to Bismarck in 2013 to start Jadestone Consulting.

Through his consulting work and later employment with AE2S, Brent has championed reforms related to gross production tax distribution, infrastructure funding (“Surge” bill), and Legacy Fund appropriations
